Homeowners

For loans made to assist housing owned by owner-occupants, all units assisted with loans under this section shall be principal residence of families with income at or below 80% of the area median income level and shall be occupied by a child under the age of six years or shall be units where a child under the age of six years spend a significant amount of time visiting.

Landlords and Tenants

For the purposes of determining occupancy eligibility, the term “family” includes:

  • ·At least one adult over the age of 18 and a child under the age of six, with either permanent legal residence with the adult in the dwelling being assisted or spends a significant amount of time visiting the adult’s residence; or

  • ·A pregnant woman

  • ·Income eligibility is determined on tenant income not landlords.

Property owners must give priority to eligible families with a child under the age of six years for not less than three years following the completion of lead abatement activities.

Contractors

If you are a certified Lead Abatement Contractor, we need your help. If you are a contractor who has interest in becoming a certified Lead Abatement Contractor, we need your help. Are you a Lead Safe Renovator, interested in becoming a lead abatement contractor, if so contact us!


East Central Intergovernmental Association (ECIA) is administering a Housing and Urban Development (HUD) grant with the purpose of identifying lead hazards in the cities of Clinton and Maquoketa. Our goal is to make 64 homes in these cities safer and healthier for the occupants.


Our inspector will do a thorough evaluation of the property to find the lead hazards and to identify healthy homes issues. After the evaluation, a bid packet will be prepared to address the hazards. The bid packets will be distributed to all qualified contractors and a bid tour will be scheduled. The bid tour will consist of several properties on a single day and all contractors interested in bidding, MUST attend the bid tour. The purpose of the bid tour is for consistency of bids and to address all questions or concerns directly with the contractors.


ALL CONTRACTORS MUST BE QUALIFIED PRIOR TO BIDDING. To become a qualified contractor, please complete and return the enclosed contractor applications to ECIA. Contractors will be informed if they qualify.
